You really have it out for Darwin. He was not a communist, socialist, or bleeding heart narcissist. He didn't advocate bigger government or less individuality. Despite his personal loss of Christianity he supported and respected religious life. He never advocated godless leftism, or trimming down the welfare class to make a socialist utopia financially viable.
Many scientists do vote for bigger government, but that's because that's the side their bread is buttered on. Despite the candy coating the left puts on their politics, it all boils down to self-interest.

I asked for a definition of eugenics, not a list of the places you think it was attempted. Apparently, you cannot define the word 'definition' let alone know what the word 'eugenics' means.

But since you asked for a definition, I will give you my working definition of eugenics.
There are two kinds of eugenics, positive and negative.
Positive eugenics would involve an attempt to increase the number of offspring having some trait. You could do this by offering incentives, such as money, for having children. In agriculture, you simply plant more seeds from crops that have your desired characteristics. In animal breeding, you arrange mating between individuals having desirable charasterics.
Negative eugenics means preventing reproduction, either by force or by incentives. The extreme example is genocide, in which undesirables are killed. There are numerous examples of genocide in the Bible.
Eugenics, as you well know, is about controlling genetics. Biblical 'genocide' as you call it, was God's way of exacting justice on completely depraved societies. It had nothing to do with genetics, but the spiritual condition.
