I thought the "protecting terrorists" jazz was simply a statutory set of limits on how far interrogators can go in extracting information. Isn't it a good thing to avoid state-sponsored barbarism?

It goes beyond that. If some terr perp had info on an eminent WMD attack upon America. To extract said info, I would personally pour molten lead onto their exposed privates, and that would only be for openers.
