Hill Said U.S., N.Korea Ties Depend on Human Rights
Washingtons chief negotiator in six-party talks on North Koreas nuclear program, Christopher Hill, reportedly said the Stalinist country must discuss its human rights record, plans to develop biochemical weapons, support for terrorism and other illegitimate activities before the U.S. is ready to normalize ties.
Reports on Sunday said Hill made the remark in a closed-door address right after signing a statement of principles that ended the fourth round of the talks on Sept. 19. He said other parties in the talks must take a clear stance in the next round slated for November if the U.S. is to agree to build the North a light-water reactor, a measure he was wary of. Hills speech at the seminar has already attracted plenty of speculation.
Just because the U.S. accepts the statement of principles does not mean that it agrees with North Koreas political system or its human rights record and treatment of its people, the assistant secretary was quoted as saying. He said Washington will continue to express concern over such issues.
He also said Pyongyang must verifiably dismantle not only its plutonium program but also a uranium enrichment program the U.S. claims it operates. Turning to an ambiguous provision in the accord that discussion of a civilian-use light-water reactor for North Korea will come at an appropriate time, Hill said that time was after Pyongyang dismantles all its nuclear programs, admits inspectors and shows consistent transparency, according to sources.
