The actual charges were pretty insignificant, even if true. But I don't think they were trying to say he was avoiding duty. IMHO, this was a leg in a chain of accusations that was supposed to establish that he had to get out early to avoid the physical. I think the next story they were going to fabricate was the reason why W wanted to avoid the physical -- to avoid detection of cocaine use.

But there again, I think she's assuming today's technology was available to test for drugs and that it was done routinely. Was it? I was under the impression that one of the first pioneers of the really reliable drug testing kits was SYVA and they weren't around until the mid 70s like 75? I could be wrong.
