You have to have metered water before you can start charging them for it. That is Plan B, which I understand, was already tried in Texas. Dunno if that one went through as it was reported that one lanky rancher stood up and told the officials that they'd better have a lot of meter readers because "the ones you send out ain't a'comin' back."
It says that one law will require all CA cars to display the amount of "Greenhouse gases" they emit. That is easy and can be done now. The answer is zero! There is no such thing as global warming.
Liberals in Kalifornia should have been given a choice between continuing with Davis or adopting "Republican" policies.
I would challenge you to describe how things would be worse now if Davis had remained in office.
Would spending be higher? Higher than $115 billion?
Would more environmental laws be passed? Which ones?
Would more businesses be leaving Kalifornia? Which ones?
Would there be more tax revenue? By what means?
Would Kalifornia's long term debt be higher? By how much and through what means?

He has supported stem cell research — opposed by many social conservatives and limited by the president — as well as a plan to outfit 1 million homes with solar power. In contrast to former Gov. Gray Davis, Schwarzenegger has been more willing to grant freedom to murderers and other convicts judged suitable for release by the state parole board.
Most strikingly, Schwarzenegger has drawn heavily from Democratic ranks to stock his administration and California’s judiciary. About half of his appointees to 1,566 state positions have been Republicans. A quarter have been Democrats and 14% independents. Nearly four in 10 of his judicial appointees have been Democrats and about half Republicans.
By contrast, 85% of Bush’s U.S. District Court appointees in his first term were Republicans, according to a survey conducted for the American Judicature Society, a nonpartisan research group. Of a dozen Cabinet secretaries — the highest-ranking officials in the Schwarzenegger administration — four are Democrats and one is not registered with any party. Democrats in the Cabinet head two of the largest state bureaucracies — Business, Transportation and Housing and the Department of Corrections — as well as the California Environmental Protection Agency and the education agency.
I have to agree. It seems lots of conservatives have rather high standards for Republican leaders who are doing the heavy lifting on the big issues.
Deukmejian... hmmmm. That's the guy who supported Prop 111 giving us new gas taxes, while the fine print also obliterated the Gann spending limit. Yes, I do see the similarities.
He has shown tremendous political courage by pushing his initiatives ...
Courage maybe, but not much good for California. $15 Billion of Prop 57/58 borrowing enabled even higher spending than Davis could have dreamed of and put us in more debt for decades to come. Oh, and he backed Prop 71, the $3 Billion Stem-Cell research scam. More borrowing, more debt, with no accountability or return for the state. Supporting his initiatives can be expensive and deadly. Prop 76 authorizes more bonds. Proposition 78, socialized medicine light, is also a sham.
I will probably support Proposition 73, 74, and 75. The others are highly questionable, IMO.
It ought to be pretty clear by now to even the most ardent Arnie-bot that he will borrow and/or raise taxes before he will cut anything. Anyone still stupid enough to support him needs to understand this.

Then we found commercial whitewater rafting corporations on the South Fork of the American River getting "Environmental Mitigation" grants from Cal-Trans being laundered through "Not For Profit" corporations called the American River CONservancy to install rafting "put-in" facilities in the river bottom to be washed out by floods each year, because a new replacement bridge was installed on State Route 193 just north of Placerville, CA in 1997 near the site!!!
Now do you understand why the rafting industry always invites Republican Governors to a free rafting trip after the rigors of winning election??? The Dorkie Duke din't tell us the truth, either!!!

You've to admit that paycheck protection and taking on the teachers union is long overdue and takes guts on his part and is good for California.
Re the Duke, let's see, when was the last time a governor mailed you a check because the state had collected too much in taxes? That's what I thought. That's what Duke did. Compare that to Davis, who locked in pensions and entitlements. Also, Duke cleared out Rose Bird et al. and appointed bonafide CONSERVATIVE judges and restored some sanity to the court system here.

It's assumed you meant Republican support.
It would be difficult to justify asking conservatives to support Schwarzenegger.
And impossible for conservatives to actually do so.
