He's not a sample. He's the floater that won't go down.
Diane of "Cheers" would call him "pond scum" and that would be elevating his position in the world on inebriates.
Personally, I prefer E Coli as descriptive although, I guess you could find him in a stool!
That is not only disrespectful and degrading, it is just plain not true.
Stool samples are an important part of diagnostic medicine and enable doctors to identify certain conditions in their patients at a point where they can still be managed.
If we must compare Clinton to excrement ... how about ... dog poop on the bottom of your fave shoes that you just can't seem to get rid of completely. :)
"Sample" is a little misleading-when I see the word sample I think of somehting rather small-I think calling him a huge pile of steaming stool or a massive quantity thereof probably better describes him.
