Earlier today I was wondering if Bush's sudden "war on terror" speech today was intended as a preemptive CYA to show what we've already accomplished and prevented, in case there's a successful attack in the near future. We've heard reports of increased terrorist chatter and AQ claims of pending October attacks in the US and worldwide.

Today, Rush said the speech was planned to be given before the hurricances. Don't think it was a quickly-planned speech.
