Its probably $200K for the landowners and the other $96.8M set aside for the lawyers involved!

Let's see... That's... $97 Million = $7 million to 'buy the properties' ...plus $90 million to pay the city's lawyers and ...'other necessary administrative costs'... relating to the 'purchases'...?
...So... $7,000,000/23= $304K...isn't it?
