I remember seeing a TV special on that -- but we couldn't do that with the terrorists, that would be "cruel and torture" and anyone who did it, would be prosecuted under this new law, if it passes the House too.

I think Congress needs to get a grip. It citizens of the United States can be treated that way, surely terrorists can. Why is it ok to treat our own people that way when they are prisoners, but not some terrorist who is just itching to slit our throats and who laughs at our weakness? Arghhh!
