So the kid probably had an ipod, not some "wires" sticking out of his vest. Lots of kids keep their ipods in their pockets with the earphones hanging out.
Additionally, the article makes no mention of the kid talking to himself. Earlier there was mention that he had done that. Here he is "calm".
Finally, the neighbors were sufficiently suspicious to even wonder , "what do they do in there?". Normally, one doesn't think too much about neighbors unless something is unusual about their appearance, demeanor or behavior.

That's true enough. We've had neighbors like that and it's usually drugs or sex. What makes you suspicious is a lot of traffic at really odd hours. Small groups of people who come and go for short amounts of time. Appearance of the visitors and the type of vehicles they drive, whether it's not appropriate for the class of people. Odd noises coming from the place. Sometimes even snatches of conversation (sound often travels better than most people realise based on what I've overheard people saying)
