When I was stationed at Whidbey Island back in the days, I went on a coupla "urban patrols" in downtown Seattle. One guy would be in uniform and wonder the streets. The rest of us would shadow him until he got got "baited". He'd lead on to a predetermined spot where some serious "manners" were taught. You shoulda heard the little whining cry-babies, then...lol.
