You don't have to settle for a crapshoot, but the Republican voters already have - they keep voting in the same Republicans to Congress, so there will never be a reformation of the Republic or a reining in of the Judiciary.
That said - youre complaint is a symptom of the larger problem. You're taking it out on the wrong person.
And for the record? Congress spends the money. Blame the expansion on them.
Start taking the incumbents out in the primary, and you'll get your fight for a Janice Rogers-Brown.

Not bush for not vetoing a single bill?
Not bush for letting ted kennedy write the education bill?
Not bush for promoting the horrible medicare drug program?
Not bush for signing a transportation bill bigger than the amount at which he said he'd veto it?
That's the real problem: Some people want to give bush all the credit, but insulate him from any of the blame.
When he does good, he deserves praise. When he does wrong, it necessary to register disapproval. Otherwise you will just get more of the same.
