That's not really a good example. That was a criminal shooting a police dog. A police dog is considered to be a policeman for prosecuting purposes aren't they?

I sure hope not. I would think a police dog is closer to a police car or an officer's weapon than to an actual human being. The dog lacks basic prerequisites for being an officer, such as knowing the law and being able to use judgement in enforcing it.
