Sooner or later they were going to have to admit defeat in Iraq and withdraw from the battle field. If they start bombing campaigns in other countries it will help to distract from the fact they've been beaten in Iraq.

Furthermore they won't be going up against Americans any more in their home countries, but local Arab police and Arab military, which probably will improve their life expectancy.
