Below I've posted an excerpt about what aid is (and is not) available for illegal aliens. Given what Bush has done to almost ensure that the rebuilding on the gulf coast will be done by illegals, I believe that the following shows the administration is talking out of both sides of its mouth.
September 20, 2005 - The Department of Homeland Security recently announced that immigrants [never, ever call an illegal alien an illegal alien!] have no immunity from deportation when providing information required to receive federal aid. "The administration's priority is to provide needed assistance: water, food, medical care, shelter," said Joanna Gonzalez, a DHS spokeswoman. "However, as we move forward with the response, we can't turn a blind eye to the law."In his national address Thursday, President Bush read off a list of services that the estimated 40,000 Mexicans and 150,000 Hondurans who lived in the New Orleans area cannot get: checks from Social Security, mail delivery by the Postal Service, money to rent apartments and temporary trailer homes.
Jacob Prado, who is coordinating relief efforts for the Mexican Embassy, distributed cash and airline tickets in and around Biloxi to Mexican citizens wishing to return home, an embassy spokesman said.

Like I wrote earlier, what seems to be at stake here is that illegal aliens and their defenders and accommodators (in our Senate, unfortunately), by seeking "amnesty" for illegal aliens, are trying to go for these as-now prohibited helps.
They're decrying these helps as not being available to illegal aliens, and thus, they're seeking this foolish amnesty idea, as per Hillary and the other Democrats' in our Senate are quoted as doing, this article. Otherwise, where is the relevancy to between the two issues here, in reference to federal assistance at this time, in reference to the Gulf?
It is undoubtedly that illegal aliens are trying to secure these helps (your link, thanks) and the Democrats are now trying to get "amnesty" on their behalf inorder for illegals to secure those as-now forbidden things.
