No, if not spent, it goes to pay for other highway projects benefiting more than 50 people. Bridges reach two sides of the water. The other side of that bridge reaches about 14,000 people and will connect them and the emergency response departments with the local airport. You can be against the bridge, but try to be honest in the description.
