Do you have a source for this claim? The US census data shows continued growth.

The pop. of Alaska is increasing. But the pop. of Ketchikan has shrunk considerably since the pulp mill was forced to close several years ago.

The bridge in question would serve Ketchikan and Ketchikan is on an isolated island in southern Southeast AK.

This U.S. Census Bureau page shows the decline for the Ketchikan Borough (think county)that contains ALL area users of the proposed bridge.
