CA: Green bills await governor

Most of the attention in California politics this year has focused on battles between Arnold Schwarzenegger and Democrats over unions, gay marriage and school spending.

But lost amid the cacophony is a green surprise: More than a dozen significant bills that would toughen environmental protections -- from global warming to chemicals in cosmetics -- have made it to the governor's desk with little public notice.

Schwarzenegger has nine days left to sign or veto them. It's unclear what he'll do.

The politics are complicated, experts say. Since he took office, Schwarzenegger has taken numerous stands supported by environmentalists, including signing more than 20 big environmental bills last year. But fellow Republicans in the Legislature, along with business supporters, oppose many of this year's surviving eco-bills. Two months before a November election involving ballot measures that depend largely on his popularity, Schwarzenegger's poll numbers are falling, and he's trying to lure back moderate voters. Yet defying his party and business backers could be risky.

``This will be interesting,'' said Mark Baldassare, polling director for the Public Policy Institute of California, a non-partisan research organization in San Francisco. ``His positions on these environmental bills are going to be closely watched, not just by the environmental community but by moderate and independent voters who generally have strong feelings about environmental issues.''

Now, cosmetics will only be able to be tested on green animals. Such as alligators and frogs.
