Not at all. The media reported all sorts of hysteria after Katrina which turned out to be false. If it is terrorism, I think the authorities want it to look like a lone kook to flush out any acomplices.
The lone kook is not a strategy for flushing out accomplices but for covering up conspiracies. As Mort Sahl so ably put it, in America our education discourages people to write, but every time there is an assassination the assassin leaves a diary. He said you cannot tell me the CIA is not working overtime. That of course is satire and ridicule. But when the officials start using "lone" or in this case "individual" so early in an event beware. That is code for cover-up.
