It was actually toys enclosed in bags of candy, and there were 2 versions: one version was an airplane suspended between the 2 WTC towers and the other was a likeness of Osama bin Laden pushing on the 2 WTC towers. The serial number on the bottom of the "toys" was 911.
The candy, which was pulled from the market following complaints, was actually produced in China and marketed predominantly to Hispanic markets.

I have bought it there, after halloween, they had it cheap.
