OK got a reasonable answer to one of my questions:
Question 2: If this report came in last week why were the tunnels closed TODAY?
Answer: Apparantly authorities were concerned that word might reach the suspects and they might proceed with the plot once they realized LE was aware of it.
Yes, that's one answer.
Or LE was tipped that the date for the plot would be today or tomorrow.
