I think it's more likely the corrupt Dems will just vote in their name. People who have established residency elsewhere are probably glad to get out of there and could care less who wins or loses in LA. It's obvious now Blanco et al only used these people for their votes. If anyone really cared, they would have fixed the levees that protected the lowest lying areas where these people lived.
I wondered at the time if the reason they didn't want to evacuate was displacement of their loyal voters - many of whom probably couldn't afford to leave on their own.
