GUNDERSON, ZIEN INTRODUCE PERSONAL PROTECTION ACT
MADISON Rep. Scott Gunderson (R-Waterford) and Sen. Dave Zien (R-Wheaton) announced today they will reintroduce legislation that would give Wisconsin citizens the same rights as citizens in 46 other states by allowing law-abiding citizens the ability to protect themselves and their families by becoming licensed to carry a concealed weapon after undergoing a criminal background check and safety training.
The Personal Protection Act (PPA) passed both houses of the Legislature last session and was vetoed by the Governor. The Senate overrode the veto, but the Assembly failed in its override attempt by one vote.
Gunderson and Zien said they made some modifications to this sessions draft, including requiring the licensing to be done through the Department of Justice (DOJ), rather than through county sheriffs departments. They said they listened to concerns raised by law enforcement organizations, including County Sheriffs, and worked to incorporate their suggestions into the new draft.
We spent hours scouring over testimony, listening to constituents, and meeting with representatives from various interest groups to craft the best proposal possible, said Zien. Bottom line is that people will have the fundamental right to protect themselves and their loved ones.
In 2003, in the case State v. Munir A. Hamdan, Supreme Court Justice David Prosser stated, We urge the legislature to thoughtfully examine Wis. Stat. § 941.23 in the wake of the (Right to Keep and Bear Arms) amendment and to consider the possibility of a permit system for persons who have a good reason to carry a concealed weapon.

Oh great! We get to ask the government for the Right to protect ourselves!
Is the number of other states permitting CCW really 46? So adding Wisconsin would bring it to 47? That's amazing if so.

NJ Citizens in fact do not have that right. We have a "may issue" law which really translates to "will issue to mobsters and democratic contributors".
Of course the golden standard is Alaska/Vermont style unrestricted carry, we at least need "shall issue" laws in every state.

Baby steps in the right direction.
Ready for another round? Last time, Zien said every time this goes through legislation, it continually gets closer to being passed. We couldn't have gotten any closer without it actually becoming law.
I sure hope we got the people we need in the last election. We did replace one liberal with a true-blue conservative around here.
