I am an official with the Northern Ca Officials Assoc. I ref HS games throughout NorCal. We always inspect and warn before games. This is a new rule this season and it may not have hit your book. I don't know what happened in your game, I only know what we do! While it may not seem like a big deal, from plastic bracelets to metal is not a stretch and equipment is regulated to protect the players.

Ok, Thanks for the answer, I am in the Wisconsin league, so it may not affect us yet. I didn't mean to get snippy, but it still pisses me off that the poor kid got an "unsportsman like" penalty. As I stated, we probably should have gotten the penalty, and no the Refs do not "inspect" the teams before the game, I guess I just wish he would have either said something to the kid, or coach, or at the very least called it a "uniform infraction" penalty (which they have done in the past when some stupid kid forgets to put in his mouth guard).
