I have not been in a DC holding tank but I have been to club fed in Chicago - full of DC's finest gang members (not just Illinois politicians but actual DC gang members - DC being a federal jurisdiction) - the DC gangs owned the place and it was worse then being stranded in downtown Detroit at 3 am.
