It appears that way but why would Fitzgerald continue the investigation if that were the case? Unless perhaps it was determined everyone 'did' know about Plame, making her 'outing' a moot point but during the course of this investigation someone lied under oath which in itself is a crime.

If that is the case, then it must not be anyone in the administration. If it were, it would be stupid to give a waiver to Miller. If she were going to protect her sources - and credibility as a reporter, then the leaky one would have gotten away with leaking, and/or perjury. If Miller testified without a waiver, no one would have trusted her again to be her “anonymous” source. If someone in the administration did commit perjury without checking out Plames’ status, then they were…well, stupid.
