In his introduction Pres. Bush mentioned Chief Justice Rehnquist's passing. That could have been on his mind.

President Bush looks very emotional, Former Fetus. He's been under a lot of strain and still troops along, working hard and getting things done. I thank him that this vacancy was filled so quickly.

And I worry about his health: emotionally as well as physically.

Nah, I just think he doesn't like standing around during the ceremonial BS part. Much more comfortable in a flight suit or a cowboy hat out doing something than just standing there going through the formalities.
