This would have had much more impact if Earle hadn't tipped his hand with his political prosecutions before. It's time to change the Texas state constitution. Travis county cannot continue to determine the Congressional makeup.

Imagine you are stopped for a speeding violation.

Officer Snerdly: "Good afternoon Mr. KC, I had you clocked going 62 in a 55. Tell you what I'll do. Instead of you going to court and maybe getting a fine and a point on your drivers license, I'll just let you donate 50 dollars to my friend Jimmy. He runs a local shelter for pregnant runaway teenaged girls."

I pointed out in another post, that I understand a fine or restitution imposed by a judge after a trial and conviction, but I don't understand this type of "punishment" before a case has even been filed.
