It usually means a person's done something that looks like it warrants the DA taking him to trial.

A grand jury is the tool of the prosecutor. It can deliver any indictment he wants. No grand jury today indicts on its own initiative. Believe me, Earle is behind it - his own office could have issued the indictment but he wanted to make it look like his fingerprints aren't on it. Substantiatively, its still Earle's project.
