Grand juries have a truly different standard to judge by than regular juries. They are definitely not doing reasonable doubt judgments here. Their job is to decide if it's worth indicting or not...and the rules are stacked in favor of the DA, not the defense.

I realize that they are stacked in the DA's favor, but they were still inclined to indict DeLay.
