It certainly sounds on the surface like there should be criminal charges if a congressional staffer ilegally obtained a credit report.
But where does dumpster diving come in? unless I missed it the story didn't include a dumpster.
"Dumpster diving" is code for digging for dirt on people you wish to destroy.
