I'm beginning to think Nagin bought a house in Texas to escape jurisdiction, not the hurricane. In Texas they can't take your house or your car. However, I don't know if this pertains to someone who is a resident in another state.

It has to be your homestead, meaning your primary permanent residence. That usually translates to where you live most of the time, but not always (example, military personnel stationed elsewhere).
