President Bush Proposes New Temporary Worker Program

Where's the amnesty part? That would mean Tancredo's plan is an amnesty, as well. Is it?

I don't know all the details of Bush's plan for a guest worker program, but Tancredo's plan would require applicants for a guest worker program to apply from their home countries, so it wouldn't be an amnesty.

From Merriam-Webster:

Amnesty n. the act of an authority (as a government) by which pardon is granted to a large group of individuals

Pardon n. 3 a : a release from the legal penalties of an offense b : an official warrant of remission of penalty

Question: Under existing law, what happens when someone enters this country illegally and gets caught?
Answer: They are deported.

Question: Under President Bush's Hamburger Plan*, is someone who has entered this country illegally deported?
Answer: No, they are allowed to remain in the country and work, legally.

*Called the 'Hamburger Plan' because it doesn't matter whether you call it a temporary worker plan, a guest worker plan, or a hamburger; it's still amnesty.
