No that is a legitimate question. Someone said it was the governors fault that there weren't people in place , that it is not the fault of FEMA. The governor has the national guard that they are able to deploy in case of a natural disater. Now the arguement is is that it is up to the local and state authorities (first responders) to respond first. What I am saying is that the FEDERAL government called up the MS national guard to go to Iraq.
So the federal government can call state troops to go to Iraq, but how dare the state call up a federal agency to help the state?
The governor of each state has got to, by LAW, request federal troops. How can you not know this? And the Governor did not do that for a VERY long time. She has admitted, on camera, that she was late doing that and regrets it.
In all the states effected, less than 50% of the National Guard was on Active Duty status in the middle east or in support of operations there.
In LA, the governor failed to even call up all the Guard that was availible.
The Defense Department identified LA Guard units that were in the process of returning from deployment in the two months after Katrina and immediatly moved them up to return to their home state.
