Shays is correct about one thing, and it is what sunk Brown -- Brown is too much of a "operational" guy, follows the rules of law, follows procedure, follows process, but doesn't PUSH HARD to get things fixed when it breaks. He simply didn't push hard enough to correct the problems he saw with the local people.

Shays is full of it.

What else can Brown do here? Blanco zealously guarded her powers throughout this fiasco. All Brown can do is report up the chain to Chertoff and Bush. And even Bush has limited powers in that situation, unless he were to invoke the Insurrection Act over the wishes of Blanco.

What Shays and many Dems are doing is deliberately obfuscating the powers and responsibilities of the governor in this situation.

I still contend they did all that because they had to know all this corruption was/is going to be exposed.
