I think you are absolutely right!
Shays is simply grandstanding. Asking what Brown would have done if there was no evac order.
I wish someone would point this out. It WAS up to the states to ensure they had proper communication. Why, oh why is Daddy Federal Govt. supposed to be responsible for every damn thing? This is making me sick.
