Congress shall make no law respecting an establishment of religion...

Doesn't apply to thier request as Congress is not be extoled to establish a relgion. Instead, they are be called to recognize a specific religions "holy month" as being a "special" occasion. We shouldn't do it (at least not unless we do it as well for every other religion!!), but the First Amendment does not prohibit it!

Not even mentioned is that the holiday moves back an average of two weeks every year due to differences between the Hegra and our calendar. The start of Ramadan can't even be scheduled in advance within a week.
