It's gotta be expensive to not be allowed to kill anyone that's not wearing a uniform in the city streets, when you're not allowed to kill any citizen that's not a terrorist!

Decimate a few blocks of lots of Iraq cities, then see which Iraqis start pointing at the bad guys!
That's good. Spreading democracy by force. Especially in an environment that never had the groundwork laid as the West did for 600 years prior to 1789. I'm sure that will work out just fine.
