How long will it be before "cruelty to animals" is used for cows, chickens, pigs, etc? Who decides whats cruel and whats not?

There's a difference between slaughtering farm animals for human consumption and picking up a kitten that belongs to someone else (while other children were playing with it) and throwing it to your pit bull for it to eat.
