On two different occasions is saw 'ghosts' as clear as day, but I'm confident that it was just because I was working 100+ hour weeks back then. Stress + fatigue = waking dreams (for me).
Never say never. I think there is places in the US and Europe where people are more likely to encounter them, but one can be encountered anywhere and time... when least expected.
