That's a good question - I imagine the tide level can really influence the impact of the storm surge.
Yes, if it's soon, or recently passed... the surge will be greater than if it was low tide.
Besides measured windspeed, this has all the earmarks of a very damaging storm. Looks a bit like hugo actually.
