Yeah, private property - no insurance, no fix. It isn't fair to the rest of the citizens. Insurance may not cover the full costs, but it does a good job of covering most expenses.
There are far safer places to build welfare plantations. They funniest unwritten chapter is all the slum lords that are going to get hit with loss of income.
My hobby horse for the day is 'don't allow the people anywhere on the coast to rebuild their houses out of sticks and straw'. Didn't their mothers read them the 'Three Little Pigs'.
I am on a push to force all the rebuilding to meet Miami Dade building codes. That is what was put in place after Andrew flattened south Dade. In fact a federal law mandating those stringent building codes for the whole of the Gulf coast and all of the Atlantic seaboard would be very taxpayer friendly.

I heard on Bortz last Friday that $M was sent to NO in 2003 for "levee improvements". Of that sum, Nagin says $M was paid to 19 contractors for work on the levees. Only problem: He has no receipts for any of the contractors, nor does he "recall" their names. Unbelieveable isn't it?

Sadly, yes. Even more sad is that oversight doesn't seem to be all that important now, either.
