Obviously since Casey is home and not in custody it wasn't a suicide attempt over the guilt of murder. You can bet the police questioned him like crazy and apparently he passed again.
Lets look at Noel's time line...She works 10-6 in Nora Springs as a CNA but was home by 6;20 cops called by 6:30. CNAs cannot clock out until the other shift has received report and is on the floor. so at best she wouldn't have clocked out until 6:10. She would have driven straight home at a high speed.
Did she already know something was wrong at home? Was she angry and in a hurry to get there to act out her anger? Wouldn't neighbors had heard her screaming Evelyn's name up and down the halls of the building before police were called?

Check your timeline. It's my understanding Noel didn't call the police to report Evey missing until almost 7:00 that day. 40 minutes of time is unaccounted for. Whatever could she have done during that time? The Cedar River was only 2-3 minutes from her apartment.
