Why did it take so long to order the lane reversal? This is a decision for the local mayor and gov to make, not the Feds.
Some local spokesperson just said it was because of construction work.
I reckon parts of the road just weren't available.
TXDOT could not do contraflow until all exits were closed and secured - don't want anyone going against the traffic. That also brings in number of people to secure the exits - 3 DPS per exit. 45 and 10 were the only 2 that could be done. 290 and 59 are not limited access.
