How about trying a google search for FR and seeing if it will load that way or try a specific thread instead of the FR homepage?
Look up Virtual Private Networks. Establishing a VPN Server on your home computer may be overkill and unnecessarily complicated but when it comes down to it - using a VPN to bypass a local networks internet access restrictions is worth the effort.
As an added benefit all of your internet traffic will be encrypted. Only downside is that traffic will be funneled to you via your home computer, which may add to the lag.
No idea if this will work, but how about using one of those web sites that allow anonymous web surfing like, http://www.anonymizer.com/
It could be something that was not deliberate against FR, the admin may have just blocked all sites with the word "free" in them. It could just unintended consequences, that same way that some similar software blocked access to cancer sites, because it blocked all sites, where the word "breast" was mentioned.
If I were in that situation, I would ask the manager, if I could speak to the computer admin and go in with the assumption of an accidental blocking, and ask the computer admin, if he would be so kind, so as to unblock FreeRepublic. My guess is that he would succeed.
I don't know how he could get around it otherwise, because I think they would have the computer set up, so the guests don't have admin privileges and can't change the blocked sites.
What about FreeDominion or the alternate Yahoo FR site.
