If a person has sexual desires towards members of their own sex, but never acts on these desires, they are a celibate homosexual. It appears that some celibate homosexuals do not regard themselves as gay, but they are kidding themselves.
Gayness is a behavior. It's a voluntary behavior. There's no such thing as an arsonist who doesn't light fires.
