Blaming smoking for these deaths is like blaming Bush for Rita.
It is shallow, stupid and never should have been postulated by the poster.
Especially given the inital police reports that the brakes sparking caused the fire.
Well, FWIW, if those buses are carting around folks with O2, I hope the folks doing the driving are familiar with the safety rules for handling O2.

I have personally seen two people with nasal oxygen, try to smoke cigarets. Both had significant lung disease. Both had pretty bad burns of nasal passages. Both were old and had bad judgement.
I don't know if smokers caused this fire. And I wonder if tanks were stored in the luggage area of buses.

It's not blame to try and figure out if the bus blew up because of a cigarette. It's a REASON. When something like this happens they inevitably try to figure out why it happened so they can reduce the chances of it happening in the future.
