I am listening live to United Radio of New Orleans now and the hosts Don and Monica just now said that Corps is checking into reports. Prior to that they were just having callers talking about road conditions.
There doesn't have to be a "breakage" for water to be coming in. The Corps knows how to choose their words wisely.
