I guess it shouldn't suprise most. During the Vetnam conflict, when we had a draft, the rumors were rampant that the government was getting rid of all the poor and drug addicts by sending them over to get killed.

The facts were that those with some intelligence and a few bucks were looking to find a legal way out of going. Something the poor and uneducated were ill prepared to do.
