Having lived in Washington state for all of my life, and having lived in many areas where levy failures were commonplace, I can say with authority that every time a levy fails the people that get flooded accuse the people that didn't of using dynamite on the dike. Every single time.
well in the big flood in the early 90's, some loonie in the st louis area did cause a breach in the berms that were build to help hold back the rivers. don't recall his reason but i think it was the same reason arsonists are lurking about.
he was caught and charged also cant recal the outcome.
